Capricornia SPSP is establishing across the Rockhampton Region and the Livingstone Shire area. SPSP stands for Stronger Places Stronger People, and 10 communities across Australia have been working on pilot programs to test Place-based Collective Impact programs.

The collective impact approach is:
“a network of community members, organisations, and institutions that advance equity by learning together, aligning, and integrating their actions to achieve population and systems-level change”
(Kania et al. 2021).
The collective impact framework consists of five components:
- A common agenda
- Shared measurement system
- Mutually reinforcing activities
- Continuous communication
- Backbone support organisation
